The Honourable P.J. Akeeagok, Minister responsible for the Utility Rates Review Council (URRC), is required to advise Honourable Joanna Quassa, Minister responsible for the Qulliq Energy Corporation (QEC), concerning applications by QEC for approval of project permits. These permits are for construction of major capital projects.
Under section 18.1 of the Qulliq Energy Corporation Act, the Corporation must make an application to the Minister for a project permit for any project that will exceed five (5) million dollars.

QEC has filed for a Major Project Permit Application (MPPA) with the Honourable Joanna Quassa, Minister responsible for QEC. Included within the MPPAs are plans for a plant replacement for Chesterfield Inlet, built in 1975, and in Kugaaruk, built in 1974.
QEC submitted that the projects have been identified to receive funding from the federal Arctic Energy Fund (AEF) program. QEC will use the remaining AEF funds leftover and allocate them equally between Kugaaruk and Chesterfield Inlet.
The estimated cost for Chesterfield Inlet is $34.96 million.
The estimated cost for Kugaaruk is $38.92 million.
Each plant will require an estimated $22.44 million of the AEF funds.
The remaining costs for Kugaaruk is $16.47 million and $12.51 million for Chesterfield Inlet. QEC suggests that the remaining costs will be paid by QEC’s customers and determined through a future QEC application.
Nunavummiut may make written submissions regarding these project permit applications.
The deadline for written submissions is February 25, 2022 at 5 p.m. (EST).
