Nunavut and Manitoba declare partnership to advance the Kivalliq Hydro-Fibre Link

Winnipeg, Manitoba (April 16, 2025) – The Governments of Nunavut and Manitoba today signed a joint statement declaring their commitment to advance the Kivalliq Hydro-Fibre Link (KHFL), a vital energy and communications corridor connecting the two regions. This strategic initiative aims to drive economic development, support reconciliation, combat climate change, and strengthen Canada’s Arctic security.

Premier P.J. Akeeagok joined Premier Wab Kinew, NTI vice-president Paul Irngaut and Kivalliq Inuit Association President Kono Tattuinee for the signing in Winnipeg. The Inuit-led, Inuit-driven KHFL is one of four nation-building infrastructure projects declared a priority by the GN and Nunavut Tunngavik Inc. (NTI).

“The Kivalliq Hydro-Fibre Link will deliver clean energy to Kivalliq communities while unlocking the economic potential in the region, addressing Canada’s vulnerabilities in the Arctic and advancing our national sovereignty and security goals,” stated Premier Akeeagok. “This partnership with Manitoba is a crucial step towards our joint commitment to strengthen economic relations within Canada by buying Canadian and investing in the North.”

On Monday, Manitoba Hydro announced it would commit 50 megawatts (MW) of reserve load capacity to support the development of KHFL.

“Manitoba Hydro’s 50 MW commitment is a major milestone on our path to a sustainable energy future for Nunavut,” said John Main, Minister responsible for the Qulliq Energy Corporation (QEC). “The KHFL is projected to supply clean electricity to five of the seven Kivalliq communities, significantly reducing the region’s carbon footprint by replacing diesel generation.”

By transitioning from diesel fuel, the proposed KHFL project will help stabilize energy costs in the long term and increase the territory’s energy self-sufficiency.
